Mental Health Cuts are Unacceptable - Please Take Action!
The movement to save mental health services in Illinois is growing. Wednesday, April 11, more than 700 people rallied at the James R. Thompson Center in Chicago to make sure that funding for mental health services is retained in Illinois. Hundreds of signatures have been collected on NAMI’s petition in support of maintaining community mental health funding.
The proposed cuts for mental health services are unacceptable. Illinois Governor Pat Quinn proposes to cut $54 million in much-needed mental health services.
What is at stake? Well, for example, consider the plight of a person with severe mental illness who suddenly does not have a safe place to stay. Housing and other services for that person - and thousands of others -- would clearly be threatened if these proposed cuts become a reality.
Proposed cuts need to be restored so that mental health service providers can continue to provide comprehensive housing, psychiatric and crisis intervention services. Proposed cuts would compromise access to critical services for a highly vulnerable population.We are talking about comprehensive and cost-effective community-based services that are essential for a consumer of mental health services' recovery.
Community-based care for even the most complex mental health needs costs several times less than putting people in a hospital, an institution or a jail. It's also considerably more effective. The State of Illinois must do the right thing: retain resources for services that are making a difference in the lives of thousands of persons with mental illness and their families.
What can you do? Contact your state senator and state representative today. Insist that mental health funding should not be cut and should at least be continued at current levels.

Maine Center…
Do you know who we are?
Maine Center provided the following services in Fiscal Year 2011: The primary Mental Health and Substance Abuse Services available to persons served included: group and individual counseling and therapy, family and marital therapy, case management, psychosocial rehabilitation services (adult day programming) and comprehensive behavioral health assessments and/or psychiatric evaluations. Additional services were also available, based upon the individual needs of those we served. Among those were: drug testing, health monitoring, laboratory screening, supported living, medication management and monitoring, medication training, Alcohol and Other Drug risk education and prevention, Driving Under the Influence (DUI) services, pre-vocational skill development, and crisis assessment and crisis response.
Maine Center served more than 3,200 individual clients in 2010, and has served more than 1,800 people since 1/1/2011.
· In the course of our last fiscal year nearly half of those persons received some form of psychiatric service from a Board Certified psychiatrist at Maine Center.
· More than 130 of those we served were under 18 years of age.
· 53% of those we served received services from more than one program at Maine Center.
· 29% of those we served were unemployed or did not have health benefits.
· The primary language of more than 180 of those we served was not English.
· About 52% of those we served had individual incomes that were at or below the federal poverty level for 2011.
· More than 270 people received assistance obtaining free medication last year.
Our clients who received services at Maine Center last year valued them:
· 99% of those still receiving services expressed overall satisfaction with those services.
· 97% were satisfied with the quality of the services they received.
· 98% maintained their community living situation and rehabilitation status and did not require hospitalization or more expensive or restrictive levels of care.
· 85% reported satisfaction with the progress they were making in their treatment and rehabilitation.
· 94% rated the staff at Maine Center as well qualified and competent in delivering services to them.
· 98% felt that they were treated with respect and in a highly confidential manner.
At least three months after no longer receiving services at Maine Center our clients last year still valued them:
· 88% made the progress on their goals that they expected or wanted.
· 88% were continuing to maintain the level of functioning they’d achieved while in treatment.
· 92% felt that Maine Center staff had a good understanding of the problems they were facing and were helpful in helping them meet their goals.
· 98% felt that their rights and confidentiality had been respected when they were receiving Maine Center services.
· 92% stated that they’d return to Maine Center if they needed our services and they would recommend us to friends and family.
Our donors have supported Maine Center’s provision of the following benefits to the greater Maine Township Community:
· Maine Townshp has supported families and individuals with limited resources at Maine Center to receive needed mental health and substance abuse services and other supports to help them reside in Township communities.
· The Park Ridge Community Fund has supported families with limited resources to receive mental health services.
· The Park Ridge Health Foundation has provided needed lifesaving medical tests to persons without health benefits and limited incomes.
· The Park Ridge Kiwanis Club has helped reduce the cost of care for the ‘working poor’ who are served by Maine Center.
· The Park Ridge Lions Club and the work of its members in the community have supported those without benefits who receive psychiatric care at Maine Center.
· The Park Ridge Juniors Foundation and Park Ridge Community Women supported Maine Center’s services to children and adolescents.
· The public who visited the homes and those who opened their homes in December 2010 for the Christmas Housewalk in Park Ridge have supported services to those with mental health and substance abuse issues who could not afford to pay the full cost of the services they receive at Maine Center.
· Those friends of Maine Center who went on the 2011 Odyssey Brunch Cruise supported mental health and substance abuse services to those with limited resources. ________________________________________________________________
Maine Center’s History
In 1965, local residents met to shape a shared vision of a comprehensive mental health organization. Their first step was to develop a child guidance center. After a year of research and gathering support, these volunteers filed an application as a not for profit corporation with the Illinois Secretary of State.
· In 1966 The Maine Township Mental Health Association was incorporated and began to serve clients and the communities in Maine Township.
· In 1968 the agency obtained funding grants from Maine Township and the Illinois Department of Mental Health to provide outpatient mental health services to adult township residents. The agency was officially designated as the Community Mental Health Center for the adults of Maine Township.
· In 1972 the agency’s administrative office and some services moved from Des Plaines to 832 Busse Highway in Park Ridge.
· In 1975 the agency merged with Park Ridge Counseling Services to form Maine Family Service and Mental Health Association. The Board of Directors made another name change in 1988 when they adopted the shorter name of Maine Center for Mental Health.
· In the mid-1990’s the agency was first certified as an Illinois Medicaid mental Health Provider. That certification has remained in force ever since.
· In 1998 all of its services were first surveyed and accredited by CARF (The Commission on Accreditation of Rehabilitation Facilities) with a full three year accreditation. Maine Center treatment programs have remained accredited by CARF since its first survey.
· In 2002 the agency the agency absorbed Maine Township Center on Addiction’s programs, funding, and staff; our agency’s name was changed to Maine Center, Inc. to encompass the agency’s services as a community behavioral health center; the building at 819 Busse Highway in Park Ridge was purchased and our administrative and mental health staff moved there; the staff and programs in Des Plaines were moved to the 832 address Park Ridge with the substance abuse program.
· In 2003 Maine Center was licensed as an Addictions Treatment provider by the Illinois Department of Human Services, Division of Alcohol and Substance Abuse (DASA). ________________________________________________________________

· Maine Center has been the State of Illinois designated Community Mental Health Center for adults living in Maine Township since 1966.
· Maine Center is the only State of Illinois licensed nonprofit outpatient addiction treatment provider in Maine Township.
· Maine Center staff are on the management team and Mental Health crisis response teams for the Joint Community Resource and Recovery Team for DesPlaines and Park Ridge.
· Maine Center provides mental health and substance abuse therapy to youth.
· Maine Center services have continuously been nationally accredited by CARF (Commission on Accreditation of Rehabilitation Facilities) since 1998.
· Maine Center is an affiliated agency of the United Way of Metropolitan Chicago.
· Maine Center is an affiliated agency of the Park Ridge Community Fund
· Maine Center is a Blue Cross/Blue Shield of Illinois PPO provider.

· Maine Center is Maine Township’s only State of Illinois Department of Human Services certified Medicaid mental health treatment provider.
· Maine Center works closely with State and Federal parole and probation officers to provide mental health and substance abuse treatment to ex-offenders.
